Projects of Foreign and Security Policy direction:Public Consultations on Defence Policy of Ukraine The Polish Experience In Controlling Illegal Migration - lessons for Ukraine for the effective implementation of readmission agreements
Ukrainian Institute for Public Policy in cooperation with the Institute for Public Affairs (Poland) and the Institute for Euro-Atlantic integration for the Ministry of Foreign Affairs of Poland are implementing the joint project "Polish experience in controlling illegal immigration - Lessons for Ukraine for the effective implementation of readmission agreements" The project aims strengthening the capacity of Ukrainian institutions to fulfill commitments that Ukraine has made in the dialogue with the European Union on the effective control for transit migration. In addition, the project will promote development of migration policy coordination mechanisms among the organizations participating in it, based on specific institutional arrangements and administrative practices identified in the study tour and institutional consultations moderated by Polish and Ukrainian experts. In the framework of this project, the expert discussion on migration area issues and educational visit of representatives of central government authorities involved in the implementation of national migration policies to the core institutions of the Republic of Poland have already been held.
At the current stage the analytical report and recommendations to improve coordination of migration policy in Ukraine, given the experience of Polish colleagues, are prepared. Terms of realization July – December 2010
Public Consultations on Defence Policy of UkraineConsultations on defense policy with the participation of relevant authorities and the leading independent experts were organized by Ukrainian Institute for Public Policy and the Razumkov Center. Activity includes the preparation and publication of a Green Paper on defense policy, conducting of expert opinion poll and conduction of professional discussions led by stakeholders. Energy policy of selected EU member states in the EU - Russia – Neighbors triangle: motivated by interests or values?The goal of the project is developing and spreading new knowledge on the causes and driving force that define the foreign energy policy of EU in the EU-Russia-neighborhood countries triangle within the wider EU foreign policy. The research within the project is aimed to determine key factors that influence foreign energy policy of EU member states in regard to neighbouring countries, making it at times more normative, and in some cases - more pragmatic. This knowledge will be spread among experts, politicians, public policy-makers, media representatives, specializing in energy sector, democracy promotion and EU foreign policy towards FSU countries. The results of the research will contribute to wider discussions as to democratic transformations in post-Soviet countries and the EU’s transformation role in this process. Terms of realization February – October 2011 Security Barometer: Monitoring and Early Warning Analysis of Regional Threats to Stability and Security in Ukraine and GeorgiaThe proposed project aims to develop and improve capacities of non-state actors in Ukraine and Georgia for early warning analysis and field based political analysis for prevention of conflicts and instability. In addition, it aims to provide government, international organizations and public in general with a profound instrument of monitoring of regional and general threats for political, economic, military and border security and stability in Ukraine and Georgia. As part of the project there will be prepared a quarterly publication “Security Barometer” which would keep track of changes in different security sectors of Ukraine and Georgia, there will be determined stability and security indexes that can be used to evaluate the effectiveness of government policies in those sectors, proposals for measures to be taken regarding early warning of conflicts and instability’s escalation. The results of “Security Barometer” quarterly publications will become subjects for press conferences in Ukraine and Georgia. Upon the project’s completion its results will be presented at the international conference on security issues in Ukraine and Georgia.
